Implementation Timetable

Phases in the implementation

Converting the HART Credit from a vision to reality will involve seven phases of activity:

  1. Programme design.
  2. Aggregation of stakeholder support.
  3. Pilot programme advancement and proof of concept.
  4. HM government develops and advances the proposal.
  5. Consultation period.
  6. Legislation published, enacted, and Royal Assent.
  7. EU approval and going live.

Ideally and practically, several phases can and should move in parallel, reinforcing one another.

Publish competition plan.

Treasury instructs IR to prepare draft plan.

5/03

ODPM green-lights the pilot.

ODPM undertakes to advance HART Credit with Treasury.

 

Relevant department of government agrees to identify binding promissory note.

 

3/03

Designate target area.

 

2/03

City Council approves pilot scheme.

 

1/03

Develop and publish concept paper.

Proselytise via vapourware and otherwise.
